BASIC IDEA
Period for General Projects:
1996-2005 (period for basic projects: 1996-2000)
Target population:
35,000 in the fiscal year 2005.
The premise:
Based on our experience of a pollution unprecedented globally, causing
Minamata disease, we, the citizens of Minamata would like to continue to
give warning to the world so that foolish and tragic incidents like this
do not happen again. At the same time, we would like to promote industrial
development which coexists in harmony with the natural environment, to
firmly establish a way of thinking and living which prevent destruction
our local environments and global environmental disruption.
Then, we, the citizens and the local government, will create a people-friendly
and environmentally-friendly lifestyle, and generate a city which provides
for us economically and culturally.
FUTURE VISION
We hope to implement policy measures which uphold these 6 fundamental aims,
aiming at our future vision of "an Industrial, Cultural City which values the Environment, Health
and Welfare".

BASIC PROJECTS
In order to realize our goal of creating an "Industrial, Cultural City which values the Environment, Health
and Welfare", we have chosen 7 basic fundamental projects to be commenced, completed
before beginning work on other planned projects within the basic projects
projected time frame.

- "PROTECTING CLEAN RIVERS AND SEAS" PROJECT
- Improvement of public drainage systems
- Promoting merged sewage disposal facilities
- Developing a movement for the protection of rivers
- Introducing natural river conservation work
- Promoting a model landscape project for rivers and greenspace
- "CITY OF RECYCLING" PROJECT
- Establishing recycling systems for waste and refuse
- Promoting composting of organic waste
- Promoting the use of recycled products
- Organizing garage sales
- "CITY OF ENVIRONMENTAL STUDY" PROJECT
- Organizing a network for environmental study
- Fostering and dispatching leaders for environmental study
- Publishing a guide map for environmental study
- Improving environmental study
- Attracting higher education institutes and/or research and training institutes

- "CITY OF HEALTH" PROJECT
- Construction of health centres
- Building a local health centre for each district
- Developing health care projects for each generation's needs
- Improving home care services
- "DEVELOPING THE MINAMATA BAY RECLAIMED LAND AND ITS VICINITY"
PROJECT
- Planing and construction on the Minamata Bay Reclaimed Land (Shiosai square,
Misho no Mori, children's playground, sports ground, tennis court, etc.)
- Development of the vicinity of Minamata Bay and Nishinoura peninsula (family
camping place, etc.)
- Planning the usage of Koijishima
- "CITY AS A BASE FOR EXCHANGE" PROJECT
- Developing the surroundings of transport facilities (Project for developing
the proposed Minamata Shinkansen Station and surrounds)
- Developing the bases for a tourist town
- Promoting lively shopping malls
- Creating a system for hosting visitors who want to spend their vacations
on a farm.
